Dr. Tsangyao (T.Y.) Chen attended Taipei Teachers College and worked as a school teacher in Taiwan
before
pursuing a Master of Education degree at Ohio University in Athens, Ohio. After receiving his master’s
degree,
Dr. Chen went back to Asia to work for non-governmental organizations in Cambodia and Taiwan in the
areas of humanitarian relief and environmental protection before going back to Athens to complete
his doctorate in Instructional Technology.
During the course of the doctoral program, Dr. Chen worked part-time as a Technology Specialist in the
college and then took a full-time position at the university as an Assistant
Director for Information Systems. After completing the doctorate,
Dr. Chen went back to Taiwan to work as a consultant at the Institute of Information Industry in policy
research, learning technology, and industry projects.
Dr. Chen later joined Chung Yuan Christian University as an Assistant Professor for Management
Information Systems. While engaging in teaching and research in information systems, Dr. Chen managed
international programs for the university and the Ministry of Education. Dr. Chen helped initiate
international programs such as the annual Taiwan Higher Education (THE) Fair in the Southeast Asian
countries and the bilateral Higher Education Forum between Taiwan and Vietnam.
In 2016, Dr. Chen came to Florida State University on a research leave and stayed for his second
doctorate in Information Science with a focus on how cognitive and social biases affect online health
decision-making and the design of theory-based HCI components for debiasing. Dr. Chen currently serves
as a researcher in the School of Information of Florida State University and contributing to the
University's Health Data Science Initiative.
